As part of the forthcoming 11th judicial reform package, Turkey will establish a special commission to deal with offenders under the age of 18.
The commission will consist of multidisciplinary experts in law, psychology, social work and education, tasked with analysing why minors become involved in crime and recommending prevention and rehabilitation measures.
The reforms also include doubling penalties for criminal networks using children and increasing sanctions for organisers of such groups.
Data from Turkey’s statistical agency indicate that in 2024 some 612,651 minors were processed through the justice system, up around 10 % on the previous year.
The commission is expected to begin next week, with a report due in early 2026.
