TOKİ Application Fee of ₺5,000: Will It Be Returned?

As part of Turkey’s “500,000 Social Housing” initiative, the Toplu Konut İdaresi Başkanlığı (TOKİ) requires a fee of ₺5,000 upon application. Many applicants ask: If they are not drawn in the lottery, will they get their ₺5,000 back?
✅ What the rules say:
If an applicant does not win or their application is invalidated (e.g., income threshold exceeded, existing home in name), they are eligible for a full refund of ₺5,000, with no deductions.
Refunds usually begin after all lottery draws are completed, typically within 5 business days to one week from the final draw.
The refund is processed via the same bank used for the application (e.g., Ziraat Bank, Halkbank, Emlak Katılım Bank).
Important: The IBAN must belong to the applicant and the details must match the records.
