We appealed, and the administrative court lifted the stay of execution. Last Tuesday (two days before the fire), the court decision was notified to us. On May 11 (one day before the fire), we officially notified the hotel operators that the hotel would be sealed that morning. We gave them time to evacuate their customers. But the tragic fire happened overnight. We can call it bad luck."
